A study was conducted to examine earlier research on welfare analysis. Earlier research on welfare analysis which sampled local telephone services concluded that customer specific fixed costs do not sustain flat-rate pricing. However, current results show that such pricing systems may be sustained when firm-level fixed costs and sufficiently diverse customers are present.

Prometheus Products Inc CyberPhone has enabled Greg Spite to practically do away with his traditional telephone and enhance his productivity in the process. He notes that the CyberPhone telephony-enhanced modem has allowed his PC to function with full-fledged phone and voice-mail capabilities. Stipe says that he is able to sit in front of his PC and import his contacts from his database and have the smart phone dial them electronically.

Foreign exchange (FX) service is local telephone service via private line to a distant city. Since divestiture, a company is able to select both long distance and local service providers. The exchange carriers access tariff that went into effect in May 1984 greatly changed rate structures for FX services. Three tables illustrate the changes in rate structures for the service that has resulted from National Exchange Carrier Association Tariff 1.
