To facilitate that move, foreign policy needs to work towards integrating East Asian and European regional relations to prepare them for taking cooperative responsibility for their own affairs.

George Washington's Farewell Address in 1796 embodied an ideal foreign policy that seeks to balance the extremes of isolationism and activism. He proposed that US foreign policy should be characterized by reconciliation rather than mere compromises. He believed that it is only by adopting a moderate foreign policy that the US can successfully pursue its own interests and exert real influence on the rest of the world.

Rival internationalisms: Lodge, Wilson, and the two Roosevelts.

The ambiguity of US policy on internationalism or isolationism evolved from political rivalry in the late 19th century. Henry Cabot Lodge was both an expansionist and isolationist with his support of the Monroe Doctrine and rejection of ventures outside the West. Theodore Roosevelt advocated internationalism as he hoped for greater US world role. Woodrow Wilson's internationalist policy was generally limited to the league of nations.
