Iran last month accepted long-standing requests by the International Atomic Energy Agency (IAEA) for greater access to two key nuclear facilities, diplomatic sources said in August. According to senior UN officials, construction is to be finished in 2011, and the reactor is expected to come online in 2013.

According to a diplomat who was present at the meeting, IAEA Director-General Mohamed ElBaradei told the agency's Board of Governors June 17 that the IAEA is "ready to work with any modality to protect Syria's confidential military and non-military information." According to the most recent report, Syria stated in a June 8 letter that the particles "resulted from the accumulation of sample and reference materials used in neutron activation analysis."
