AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filedby Mountain West Broadcasting seeking the allotment of Channel 293C1 to Shiprock, NM, as the community's first local aural service. Channel 293C1 can be allotted to Shiprock in compliance with the Commission's minimum distance separation requirements without the imposition of a site restriction, at coordinates 36-47-08 NL; 108-41-11.

DATES: Comments must be filedon or before June 1, 1999, and reply comments on or before June 16, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply to this proceeding.
