At Julia Lee's house on Rhodes Drive, workers are busy adding Sheetrock to a hole in a hall closet, installing a screen door, putting insulation in the attic and connecting a pair of smoke detectors.

And the good news is that when they're finished, Ms. Lee will owe them nothing.
