ATLANTA - Calling the governor's effort to protect the HOPE scholarship a fraud, Lt. Gov. Mark Taylor on Monday rolled out a plan to require a public vote before making cuts to the popular college program.

Mr. Taylor, who as a state senator sponsored HOPE on behalf of then-Gov. Zell Miller, said he hopes his plan will replace Gov. Sonny Perdue's, which could be voted on as early as this week in the Senate.
