JEFFERSON CITY Talking nonstop throughout the night and into today, Senate Democrats blocked Gov. Matt Blunt's plan to sell student loans to finance college construction projects.

From about 8 p.m. until 10:55 a.m., opponents led by state Sen. Chuck Graham, D-Columbia, kept Blunt's proposal from coming to a vote in the Republican-controlled Senate by participating in prolonged debate known as a filibuster.
