A project that would turn Burnside and Couch streets into a couplet could add as much as $800 million in redevelopment potential for the surrounding area, the Portland Development Commission has found.
PDC senior manager Lou Bowers confirmed Tuesday that the agency has been conducting a study to estimate the potential development impact of the plan, which the Portland City Council adopted in December 2002.
