An outspoken Germantown parent plans to be the first candidate in a decade to challenge longtime Shelby County school board chairman David Pickler for his District 5 seat.

Ken Hoover, who has been a vocal critic of the suburban district's school-rezoning process, kicked off a campaign rally Sunday at Germantown Municipal Park. He said he's starting his race about five months before the filing deadline because he faces a tough incumbent to unseat.
