North Korea rejects past nuclear commitments, tests another nuclear weapon, and provokes additional UN sanctions.
In December 2008, in the final days of the Bush administration, negotiations between North Korean and U.S. officials on a regime to verify North Korea's earlier commitments to end its nuclear program failed. North Korea declined to honor its earlier undertakings to establish such a regime, given in negotiations in the context of the six-party talks.
