I. MEDIDAS SOBRE UTILIZACIÓN DEL DOMINIO PÚBLICO HIDRÁULICO EN SITUACIONES EXCEPCIONALES
Se consideran en este precepto dos situaciones concretas -sequías extraordinarias y sobreexplotación grave de acuíferos- y similares estados de necesidad, urgencia o concurrencia de situaciones anómalas o excepcionales.
