The same legislative committee that has taken no action in more than two months on a key plan to crack down on sex offenders moved with great speed recently when it came to a bill backed by powerful House and Senate leaders.

Rep. Angelo Scaccia's House Committee on Rules, which has balked at acting on the sex offender "omnibus" bill, swiftly moved an energy bill co-signed by House Speaker Salvatore DiMasi and Senate President Robert Travaglini the day after it was filed.
