Pine Bluff may be the most maligned city in Arkansas.

Much of the criticism and jokes has been deserved.

Years of embarrassing and often petty bickering and economically damaging divisions along racial lines at City Council meetings and school board meetings made the city a laughing-stock. The conviction of two aldermen, turmoil in schools, a high crime rate and more empty than filled buildings downtown simply added to the city's negative image.
