The Attorney General's Office last week filed multiple counts of theft, conspiracy and conflict of interest against [Michael R. Veon], Rep. Sean Ramaley and 10 other current and former Democratic House staff aides, including Michael Manzo, a top Democratic House aide. The continuing investigation involves other legislative caucuses, and more arrests are anticipated, state prosecutors said.

Veon's state employees expected to perform campaign work as part of their regular duties and Veon relied on his chief of staff, Jeff Foreman, to find campaign workers from among his ranks of employees. Foreman never took "no" for an answer, according to one employee.

Among other things, it catalogued the number of days they worked on campaigns, what kind of activities they performed and whether they went on leave without pay. After Veon added employees from his Harrisburg and district offices to the list, secret bonus checks totaling $188,000 were issued in December 2004, and distributed by Veon, Foreman and Manzo.
