Comcast should not be allowed to change the rates for its most basic cable TV option without local government's OK, Vancouver officials expect to argue at a city council meeting Monday night.

The cable provider wants to be able to raise and lower rates quickly to gain leverage against its satellite TV competitors, and has applied for federal permission to loosen some local oversight. But the move worries local government officials.
