The year that just ended featured some interesting developments in intergovernmental cooperation in Montgomery County. There's still a lot of parochialism evident, but in 2007 the idea that it's sometimes better to cooperate than compete is increasing.

Of course, cooperation is easiest when the situation is most desperate. And with falling tax revenues and the loss of highpaying manufacturing jobs in the area, local governments here may be feeling desperate.
