DAYTON -- The skyrocketing number of cell phone calls into local 911 centers has led some counties to pay for upgrades to their systems on their own, despite a state fund paid for by wireless subscribers established last year.
About 45 million, or 30 percent, of 150 million 911 calls in the U.S. in 2000 came from cell phones, according to the National Emergency Number Association.
