"This time, I have a sponsor," [William Foster] told Heckler. "This time, I have a mentor for (outpatient drug treatment). I'm going to programs with ... outpatient three times a week. I asked for their help. I never asked for anybody's help before."

The court transcript has Heckler telling Foster: "I'm hearing the song and dance and I'm buying it. But there is no particular reason for me to believe it, and if we were just dealing with Pennsylvania, I'd just park you (in state prison). OK? So I'm going to preserve my right to park you. But I'll buy this. OK?"Heckler was contacted by Foster's parole officer, who had requested Foster come to the courthouse for a meeting.
