New liquor outlets opening along Pennsylvania's borders are aimed at keeping Keystone State liquor customers at home and drawing new customers across state lines. West Virginia liquor officials and retailers are aware of the situation because the Pennsylvania Liquor Control Board is buying billboard and newspaper ads in areas such as Morgantown and Wheeling.
