WASHINGTON - Private planes are banned from using Reagan National Airport in the wake of the 9/11 attacks - unless they are carrying high-flying VIPs such as Sen. John F. Kerry or former presidents George H.W. Bush and Bill Clinton.

Kerry and his campaign plane have used the airport 14 times despite a ban on noncommercial flights at the airport that was instituted after the Sept. 11, 2001, attacks on the Pentagon and New York City, records show.
