Summary:

State agencies and programs expect to see their costs increase by at least $1.1 million over the next year because of legislative tweaking of their operating rules.

At least some of those costs will be passed on to West Virginia taxpayers. Other rules passed by lawmakers will raise revenues - sometimes by hiking fees - or save money to the tune of an estimated $300,000.
