Wehave reviewed the record and the district court’s opinion and findno reversible error. Accordingly, we affirm on the reasoning ofthe district court. SeeThompson v. Mitchell, No. CA-98-1170 (E.D. Va. Aug. 10, 1999). * We deny the motion for appointment of counsel and dispense with oral argument because the facts and legal conten-tions are adequately presented in the materials before the courtand argument would not aid the decisional process.
