El 19 de septiembre de 2023 se radicó ante la secretaría del Senado de la República el proyecto de ley No. 148 cuyo objeto es el de regular lo relacionado con la generación, manejo, almacenamiento y transporte, entre otros, de los Residuos Sólidos Especiales (RSE) buscando proteger la salud humana y el medio ambiente. Así, este proyecto de ley plantea nuevas obligaciones, prohibiciones e incluso un procedimiento sancionatorio especial.
¿Qué es un RSE?
El proyecto de ley define los RSE como aquellos que, por su naturaleza, composición, tamaño, volumen y peso, necesidades de transporte, condiciones de almacenaje y composición, no pueden ser manejados, tratados o dispuesto normalmente por la persona prestadora del servicio público de aseo.
