El Decreto Nº 1067, publicado en el Boletín Oficial el 2 de septiembre de 2005, estableció que la Oficina Nacional de Control Comercial Agropecuario (O.N.C.C.A.) tendrá a su cargo entre otras, la función de llevar el registro de los operadores que intervengan en el comercio y la industrialización del ganado.
