Fines for Hiring Foreign
Workers Without Work

Law No. 59 of September 2017 adjusted the fi-
nes for hiring foreign workers without a work
permit, and Law No. 237 of September 2021 in-
troduced significant changes. Here, we explain it
to you in a simpler way:
First oense:
A fine of B/.500.00 for each foreign worker
without a permit.
Second oense:
A fine of B/.1,000.00 for each foreign worker
without a permit.
Third oense:
A fine of B/.15,000.00, regardless of the
number of workers. In addition, the Ministry
of Labor may request the temporary
suspension of the operation notice for
repeat oenders.
Fourth oense:
The Ministry of Labor may request the
definitive cancellation of the notice of
operation for companies that are repeat
oenders in hiring foreign personnel
without authorization.
Notification to the Social Security Fund and
the National Immigration Service.
If ten or more workers are involved, the
fine is doubled.
These are the updated fines, applicable since Sep-
tember 17, 2021, for hiring foreign workers without
a permit. It is important to remember that to avoid
falling into conflicts of this nature, it is always ad-
