Honduras: El flagelo de la piratería frente a los organismos de Radiodifusión

Los organismos de Radiodifusión como ser las televisoras nacionales e internacionales manifiestan que la piratería de señales les causa graves pérdidas económicas anualmente, puesto que hacen grandes inversiones en la adquisición de contratos de trasmisión y retrasmisión con las productoras de contenido y los infractores no cesan en el uso no autorizado, esto debido a que las medidas de bloqueo de las señales se han vuelto inútiles e inservibles frente a la gran cantidad de equipo ilegal que ha sido fabricado y comercializado para evadir las medidas de seguridad.
Los infractores piratean las señales codificadas de TV, con equipos creados para eludir esas medidas de seguridad en los decodificadores. Estos dispositivos ILEGALES están disponibles en el comercio electrónico a través de las plataformas como ser EBAY, AMAZON y ALIBABA. Es esta facilidad de adquisición constituye uno de los problemas en la lucha contra la piratería, ya que Los torneos internacionales de futbol como ser la COPA MUNDIAL QATAR 2022 son uno de los objetivos principales de estos infractores.
Conforme con la ORGANIZACIÓN MUNDIAL DE LA PROPIEDAD INTELECTUAL (OMPI), “El desarrollo de redes de cable y de satélites de radiodifusión ha traído consigo un mayor número de posibilidades de transporte de la señal, y la tecnología de satélites ha fomentado la dimensión global de la radiodifusión. La adaptación masiva de programas y contenido a los fines de la transmisión digital crea incontables oportunidades para la transmisión de contenido de alta calidad de manera eficaz y rentable y para la compatibilidad con otros medios electrónicos. Sin embargo, en el entorno digital los organismos de radiodifusión afrontan un grave problema de piratería de las señales.”[i]
En ese mismo contexto, la OMPI acota que “Las señales de los canales de televisión no son un fenómeno natural, son el resultado de las importantes inversiones realizadas por los organismos de radiodifusión para la creación de noticias, información sobre asuntos de interés público y otros programas que redundan en importantes beneficios para la sociedad. Los organismos de radiodifusión también invierten en la adquisición o la negociación de licencias respecto de programas de terceros, que organizan y estructuran con sus propios contenidos para crear su programación.
