Artigo Discute As Questões Abordadas Na Conferência Das Nações Unidas Sobre Mudanças Climáticas
Antes do início da conferência das Nações Unidas para mudanças climáticas, ocorrida em Doha, em dezembro de 2012, uma série de estudos realizados por organizações respeitáveis (Banco Mundial, PNUMA, Agência Internacional de Energia, etc.) alertava que, mantido o atual grau de ambição no corte das emissões globais de carbono, o mundo estará quatro graus Celsius mais quente ao final do século, ou seja, o dobro do que os governos delinearam como objetivo nas conferências passadas.
Progresso modesto foi o que mais ouvimos em relação a esta conferência climática. Os compromissos globais atuais no corte de emissões mal chegam a 60% do necessário, e Doha falhou em produzir qualquer avanço neste sentido. Isto sugere que o mundo desistiu de limitar o aumento de temperatura em "apenas" dois graus Celsius...
Ficou claro que a falta de engajamento dos chefes de Estado impede qualquer progresso real no tema, tanto que o secretário geral das Nações Unidas, Ban Ki-Moon, anunciou que serão organizados encontros de "alto nível" em 2014 para que se feche um novo acordo climático em 2015. A forma que este acordo terá ainda é incerta, e tudo o que temos no momento é um cronograma sugerido de quando deveremos alcançá-lo.
As negociações acabaram virando um tema acessível apenas aos iniciados na terminologia, ritos e acrônimos utilizados. O palavreado é confuso: poderemos ter um novo protocolo, um outro instrumento legal ou ainda um resultado acordado com força legal...
